This bill would ensure that private operators of non-motorized boating facilities, such as marinas and boat clubs, are required to ensure that their facilities are located and designed to prevent collisions and injuries arising from boating accidents. The bill also requires that owners and operators of private vessels constructed before 1996, and that do not meet current Coast Guard Standards of Construction, will be required to install Safety Management Systems designed specifically for boating accidents.What is a boat club? Boat clubs are private marinas, fishing clubs, and any similar group of boat owners or boat operators. Boat clubs may own the slips that their members use and may lease or sell slips and premises to boat owners or obtain money in rental income from boat owners who rent their slips.Boat clubs make it possible for boaters to enjoy recreational boating.There are approximately 93,000 boat clubs in the United States. Boat clubs provide recreational boating to more than 14 million people.There are 450 boat clubs in Florida.
Bill details: 02 In accordance with the guidelines established in this section, the rules and regulations herein shall only apply to private non-motorized boat clubs, marinas and fishing clubs. Excluded from this section are public facilities and non-profit organizations. Private organizations, as in this section defined, may adopt bylaws and regulations consistent with this section.
