Many people are asking "why", "why not" on the forums and message boards. While in some cases, we can't answer to "why", we can tell "why not". For example, maybe the reason why you can only make your army 30% big was because you only have 30 villagers. And you may complain you can only have a city 30% big because you have only 30 villagers and 30 city-taking-limit resources. Those are reasons why they are like they are. Of course, you can always change them if you have more resources.
The most important role of the villagers is to make your city grow. They have the most contribution in your city. Although the more villagers you have, the higher population their rate is, but the less possibility they have to be recruited for your army. So to make your foundation of strength, you need to be more careful. In general, a population from 20 to 30 villagers is a good starting point, a city with more than 100 villagers is doubtful whether that will be bigger.

If you want to make a city 30% bigger, you can keep villagers from 10 to 20. But what about a city more than 30? While the villagers can't make the city more it 40% bigger, the city can. If you increase the population by 30, you'll be able to recruit more soldiers.
